Is my landlord required to provide heat and if they

do not, can i withold rent?

What type of heater is in the unit? What does the lease say? If it is a system that goes to all the units, or if your individual heater is out of order, you may be entitled to either the entire rent withheld or a set off for the cost of repair of your unit heater.

The California law requires the landlord to provide a heater for a residential dewelling. Contact the local building code department and report the failure of the landlord to maintain the heater. The building department should force the landlord to fix the heater.
