Tenant Rights on Return of Deposit

Landlord wants to withhold part of deposit for repainting of rental home when tenant leaves. There is only normal wear and tear. No such deduction was ever mentioned in original lease agreement. What is the law regarding how long a landlord can hold deposit and what deductions they can make to deposit? Could you please give me the exact code so that i may obtain it?
