I was a tenant in a apt since 1998, due to mold, leaks, fallen ceilings etc i reqquested to move to another unit as the landloard refused to repair these items. I was continusially told monthly '' yes we will do it next month''etc., In june this year i was granted to move to another unit, 2 weeks after i moved the bathroom ceiling fell due a raw sewage leak, it took the mgt over month to fix, continues leaks and needed repairs. i tried to contact the owner and then began receiving threats from the managment and maintence in writing, i requiested a release from my lease, was given sucu with a request from the manager that I sign a waiver that I would not persue this in court, i did not sign anything and they have now refused to return my deposits aprox 1000.00. I wish to pnot persue this is small claims court but would like some advise. The owners are all LLC and all my certified mails have been unclaimed. what do I do can you please help me.

You should have contacted the building department when these problems first occurred. It may not be too late to contact the building department. If the conditions are as bad as stated in your letter, the building department may decide to proceed with criminal prosecution. Assuming that there is a criminal prosecution you could request reimbursement of you deposit, through the probation department.
You could also contact the local bar association and ask about a tenant advocate attorney, or an attorney that does tenant defense.
