can a tenant have a visitor with a service dog at a apartment complex that doesn't allow dogs?

Yes. A service dog may accompany the assisted person everywhere that the assisted person may lawfully go. A residential landlord may not discriminate against its tenants or their guests because of a tenant or guest's having a service dog. The federal rules as to what qualifies as a service dog have changed recently. Consult an attorney in your locality.
