can a landlord sell tenant's personal property if rent is six months delinquent?

No. How were they allowed to get six months in arrears?

I suggest this landlord buy or get from the local library one of those self-help books on being a landlord. They provide adequate basic advice on handling tenant personal property and how to deal with deadbeat tenants.
