Tenants responsability on paint

I am woundering about when a tenant leave an apartment are they responsable to pay for painting of the apartment or are the owners? My daughter rented an apartment in San Fran area for over 1 year. She moved out earlier this month and the owners are charging her 200 to paint. The walls had some marks on them from the bed frame and the furniture being against it, none of them were deep marks nor were there any holes except from pins and little picture nails. All these would be covered when painted. The walls were painted before she moved in. I thought that all apartment owners are required to paint before a tenant could move in, if this is true should she have been charged?

No, the landlord isn't required to paint, and the $200 charge for damage to the existing paint may be legitimate.
