Tenat bar-b-ques on roof cause fire hazard

A tenant in my building placed a bbq outside his window on the overhang to the garage to have a bbq. I asked him not to do it again, and to not access the overhang. Aside from the danger of fire, smoke was going in other tenants open windows. what legal rights to have to make sure he doesn't do it again?

You are allowed to have reasonable rules re use of the property and you can evict him for violating the rules.
