Does being told not to worry about it cancel a notice of cancellation contract

No it does not. If the other party backs out of the promise then you have an expensive court hearing on it and it usually does not work out well.
It should be in writing. This is a very important rule to remember.
Since I don't know what kind of property/service we are talking about here from your question, I can't be more specific on exactly WHAT needs to be in writing but an important rule to live by is have everything in writing.
