Legal Question in Real Estate Law in California

In a trust sale, acting on behalf of the seller, the listing agent engaged and supervised contractors to undertake renovations. The prime contractor informed the agent that permits would be required for the work. The agent instructed the contractor to work without permits, and separately to cover visible rotted wood. The contractor was found culpable by the Contractor State License Board.

Aside from hidden electrical code violations, hidden during various renovations at the property was severe termite damage. Significant termite damage appeared on a seller provided pest report, but a lot more was newly obscured by the work done (new wall covering, new baseboards, rotted wood filled with carpet underlay and plastered over).

How can an ethics complaint with the California Association of Realtors be best formatted to result in censure of the agent? We have a statement from the contractor as to the matter.

Total documentable damage is relatively small, under $50k. But 2nd floor of house shifted and would have collapsed had we not accidentally found the rotted wall when changing wall coverings.
