Trustee service charging unreasonable fee

I'm have a lien on my home I'm about to pay and get removed but in the meantime, I payed my monthly hoa fee. It was returned and the trustee service is charging me an extra $100 on my account for what they called 'partial payment' which it is not. It's obviously addressed to my hoa. I just didn't want to be late with my hoa and didn't know that they have a hold on my account.

Can they do that? Also, how do I properly negotiate a lower payment aggreement with the trustee service (attorney)?

You may be able to negotiate a lower payment if either the Association accepts your payment agreement or you can argue from a position of strengh showing errors in the procedure for the Association and/or Trustee Service.
