unfair property management staff

my apartment complex has assigned parking and parking passes for each resident the problem is the rules don't apply fairly to each resident it's like i'm living an epsiode of high school musical or 90210 the property manager unprofessional due the fact that residents whom she is having ''relationships'' with can park where ever they please but other residents will and have been towed if they aren't parked in their parking stall. i would like to file a complaint with the dfeh or feha in california not to sue for money just to make sure all residents are treated equally last month a male maintenance worker was fired for improper conduct with female residents here and it's a know fact the female manager has many ''relationships'' with certain male residents... who get to park where they want to for the record. i realize it may sound petty but i'm sick of the unfair treatment and i could careless who they are having sex with i just want to be treated fairly not penalized because i won't join the high school click.. i'm an adult who doesn't have time for silly games.. so should i file or what

No way to answer your question. You are privileged to complain to any government agency you want. You are entitled to sue for any violations of your lease.
