Legal Question in Real Estate Law in California

USDA Rural Development (Dremaker Program)

All of the legal size documents that was sent to the defendant after the home closed. Show that the property was closed using a Dremaker program. After consulting the State Director (well I tried to contact the State Director) USDA is denying it ever went throght RD. Is my next step is to report USDA?
