Can a California mutual water association in an unincorporated area enforce a majority vote to upgrade its water system by imposing a lien on members' real property served by the water system? Can this lien be enforced by a tax levy imposed by the county?

I don't have a clue. If the water district is an entity of the county, comes under the supervision of the county commissioners, and the matter doesn't fall under Prop 13. They can probably levy a tax. However, you didn't give sufficient facts to answer the question. Is the water district a non-profit corporation, etc. Normaly water districts would get approval to issue bonds. Then make the improvement, and raise the water rates to get the extra funds to repay the cost of the capital improvements. Call your water district and ask them. And if you don't get an answer call the county commissioner that represents your district, or if in an incorporated area call the office of the city council and ask.
