withholding of rent

I have had major issues with my apartments water. You cannot take a shower because of the fact that there is a possibility that you could get burned because the water switches from hot to cold very quickly. Also today they replaced a shower in the complex and it sent a lot of rust-filled water through the pipes and into our sink and bathtub. I did not want to bathe my children or serve them dinner with water that had a lot of rust in it. I told my manager that I was going to stay somewhere else and I was withholding rent for that day or two. Am I justified in doing so? He says no and was very rude to me in the process.

Contact the local building code enforcement department. and report the water problem. They may be able to do something to assist you. Also notify the owner of the building of the potential scalding problem with the shower. Notify the owner of the building that scald guard shower valves are readily available and are not expensive.
