Witholding payment of rent
Can I withold payment of rent because the landlords refuse to restrict the other tenents from blocking our walkways and entrance to our home with furniture, tables, boxes and trash?

Blocking entrances etc could constitute a safety hazard. Call the city building code enforcement department and discuss the cirumstances with them. You may also want to take pictures of the conditions at the entrances etc.
If the city will not take action to alleviate the situation, then contact an attorney.
