We want to use the investor's money to buy properties in Missouri and development 8 townhouses close to the beach in ecuador. I want to sell this package to the investors and PAY them between a 12 to 18% monthly income . How can I create this company.

There are a number of issues.
The largest issue in the scenario you present relates to securities law. A central difficulty is not creating a "security" so that your investment vehicle would be governed by the '33, '34, and '40 Acts. As you may or may not know, there are ways around this problem, but it can be quite difficult.
In addition, there are other issues relating to international law and tax law.
