Wrongful Eviction Threat

Please tell me if there is anything I can do about this problem.

We are currently under rent control that states that we are allowed to have a guest in the house for up to thirty days before they are considered a tenant. I as well as other tenants have had guests that have stayed for a maximum of two weeks. Our landlords are trying to charge 10% of the rent to have a guest stay for the two weeks. Some of the tenants have paid this fee while others haven't. The ones that haven't paid have been recieving harassing phone calls from the landlord and she has threatened to post an eviction notice unless paid. I have contacted the rent stabalization board and they say that she can't do this. What can we do to A: Get the money back that we have paid for these illegal charges and B: make her stop harassing us and demanding this money. If she does post the eviction notice what is our legal recourse to stop the eviction? Thank you for any advise you may have.

Depending on the rent control district you are in, there could be punitive damages available for you if they do not stop, and are in violation of the rent control law.
