"Letters Testamentary" refers to a court-issued form authorizing a person to act as executor of a will. The California Judicial Council has developed a series of forms for handling probate proceedings which can be viewed and filled in on line. Try www.courtinfo.ca.gov/forms and look at the Probate - Decedents' Estates series. You will need to complete several of these forms and then apply to the Superior Court in the county where the deceased person resided (without regard to where he/she died). Attorney assistance is highly recommended. Note that the LawGuru topic heading "Securities Law" has to do with things like stocks and bonds, and questions of this sort will get more and better answers if asked under a topic heading having to do with probate proceedings, administration of estates, wills and trusts, etc.
