Breaking of new law in effect in CA

CA has recently passed a law that has basically made it so all supervisor type employees must be trained a special way in sexual harassment. The company I work for is a large company with well over 50 employee's and we recieved special training CD's. The problem is the manager for my deparment got ahold of the completion codes, and told all the rest of the supervisors not to worry about the training. I have reported this to human resources, but they don't seem interested. So I was wondering who or where something like this could be reported to the state ? I have not been successfull in finding any information about non completion, and fradulent completion of this training.

Section 12950.1 of the CA Government Code requires that employers of 50 or more shall provide at least 2 hours of classroom or other effective interactive training and education regarding sexual harassment. If it does not comply, the Dept. of Fair Employment and Housing can order it to comply, pursuant to subdivision (e). So, your next step would be to file a request for such an order of compliance with the DFEH. However, no penalties are listed for noncompliance.
