If a student has sexual relations with an instructor and the sex is consensual, both parties are above 20 years old, and " "essentially no one gets hurt" is the law being broken?

It sounds that legally the relationship was permissable, but I would be suprised if the school did not prohibit this relationship. generally the school will hold the teacher responsible for these relationships and discharge the teacher.
