common law marriage in San Diego CA from when to present?

this is for Social Security purposes.party got married July of 1975 spouse de ceased January of 1976. Both parties lived together as husband and wife since 1963.

bought a home together as husband wife 1971. She raised his children after his death until of age 18 Social Security claims she is not eligible for hisSocial Security because [they were not married long enough actually they got married a they were married seven months but social security requires nine months.! So they claim that she is 2 months short of his benefits. however if common law was presen t in San Diego County California then we have a case but she can prove by the mortgage and income tax that she was .his wife because it was filed in his name as husband and wife.

The question to answer is whether or not CA recognizes common law marriages. If so, and you can establish a legal marriage according to CA law, you likely have the basis for an appeal.
