Legal Question in Social Security Law in California

life insurance money

My mother died last month, leaving large medical bills. She was on S.S.I. and Social Security, my father(still alive) on social security. He also receives Medi-cal benefits for his health coverage. They both have a life insurance policy for $25,000 each and I am concerned that one of the above mentioned government agencies will want to collect for the medical bills, or possibly discontinue my fathers medi-cal coverage if he receives this money. Can this happen? Is there a way to protect him from this happening?
