Legal Question in Social Security Law in California
I know a person that has a mobile home on their property, they have been renting it out for $500 a month for over 3 years, but this person also collects SSI disability benefits every month as well as money for in home care provider. Is this SSI fraud?

It may be. Unless he has informed the SSA and proper adjustment to his SSI has been made. As for IHSS, the money belongs to the person providing the care. So, I don't see how this amounts to fraud.
