Legal Question in Tax Law in California

Cafeteria Plans or Section 125

I am interested in offering our lowest paid employees a housing allowance if I can do it as a non-taxable item. California Housing is very expensive and employees can barely afford to live here. Do you know of any provision in the law that would allow me to do this, tax-free or tax-deferred?
