Frozen Account by Francise board drives us into Bankruptcy

The Francise Board just recently froze our account. Saying we owe them state taxes.$15 000!!

Called them faxed paper they promised they release the account and nothing has happened!The Person is not availbl. Our Bank stated that the Account is under investigation + it would not be released. We had $6000 on our account which was a loan to pay our bills. We had to get a loan to pay our bills, that Money is now frozen. Checks bounce even for the House payment. We faxed them all the nescessary Paperwork stating that we are in major depht + dont owe them anything.We never had a letter from the Francise board advising us to pay at all.When accesss to your account they can also find our Address + maybe realiset they mailed the bills to an old address.Are there such incompetent People working at such important boards? What about seeing the Person got the mail so things can be put out of the way before just screwing up someone's life going ahead + freeze accounts?Can they do that to a Person with perfect credit a history of paying all the bills in time + living a honest life.What World are we living in?

Please give me some advise, we dont even have Grocery money.
