Income Tax
If I owe for back taxes and the State
Franchise Board sent me the amount,
Is that a seperate fee than the IRS or is
it the full amout.

Seperate amount, the FTB and the IRS are different taxing authorities. The IRS is the Federal Government and the FTB is the state.
