Legal Question in Tax Law in California
Some of the Indian Casinos in California are forcing employees to sign contract with IRS and claim earned tips based on the amounts agreed in contract. Recently, I have been forced to claim tips twice as big what actually I earn, Is such a procedure obligatory? What are the legal options in such a situation?

No.
In regards to the last question I cannot do that online in a free public forum.
By the way you do have to report your tips by the 10th each month, just don't lie about them and report what you actually got. The employer is not liable when you misstate your tips. So going forward don't lie about it because your employer will have to pay you more since you're not earning enough on tips per the IRS regulations.
The Contract with the IRS can be made or not.
