Legal Question in Tax Law in California
Is it legal for a State to not comply with Federal Law, such as Federal Income Tax Code and the State has legislated law that allows the State agency to be non compliant and do the opposite of the federal law?

You are going to have to be more specific than that to allow any type of useful answer. I do not understand the question. While Federal law usually governs, that is not always the case, and in many instances federal income tax law expressly refers to local governing law. .
