son deeding back to mother

son was put on house as joint tenant 20 years ago. He has never claimed house, nor taken any benefit or paid any bills. He'd like to deed it back to mother. Will he have to pay taxes?

Most likely not if it is a straight transfer to his mother. What county is the home located in?
