Taxes on a house given as a gift

My mother-in-law, I'll call HHHinherited her mother's house with the agreement that HHH would not sale the house until HHH's brothers were gone (dead). Basically, those brothers were irresponsible drunks and HHH was the responsible sibling. Well, one brother still remains, and is currently in prison. HHH is retired and has to take the house off of her name due to insurance reasons(I'm unsure on those specifics. I think she is attempting to get Medi-Cal and the mother's house is considered an asset that she is not allowed to have). My question now is, if HHH gives the house to us (her daughter& I), will some type of tax be triggered where we have to pay taxes on the house. Also, if the house was put in our daughter's name, who is under 18, will that prevent taxes from having to be paid? Is that legal?
