my mom is receiving $90k from her boyfriends will, but she owes the IRS(she was put on uncollectible with IRS)? Can she deposit the money and then pull it out?

If your Mom owes money to the IRS, she needs to deal with the IRS. They do track money and they do track bank accounts. I would advise you not to play games with the Service, and depending on the amount owed, obtain tax counsel to assist you.
