withholding tax withholdings
an ex-employer failed to report on my w-2 the full amount of
federal income taxes that were withheld from my paychecks. they
used a commercial payroll agency which withheld and
documented the full withholdings per paycheck. my w-2 reported
considerably less. they claim they can seize these taxes for
payment for company property they claim i retained. can they
confiscate monies paid by me for federal income tax withholding?

No, they cannot. The IRS will be very upset with them. Let them know that you will report the situation to the IRS, and they can pay the penalties.
