Legal Question in Traffic Law in California
On 12-11-09 AM. my car was repossed by Toyota financial, on 12-14-09 I paid and got my car back. Yesterday 1-13-10 I reicieved a notice from the City of Bellflower a notice of outstanding parking violation issued on 12-11-09 at 12:15 PM. is Toyota or it's agent responsible to pay for citation.

If the traffic citation was issued while it was in the possession of toyota, they are responsible. You need to prove to the issuing city that you did not have possession over the car and had not authorized the possession to the persons who had it - namely, Toyota.
