Legal Question in Traffic Law in California

My 20 son got a speeding ticket in Siskyou county in northern California. He had driven a friend to Oregon andon his way back he got the ticket. The problem is that he had gone with out asking us for permission and when he got the ticket he paid it without ashing if traffic school was an option. His auto insurance is up for renewal and was informed by his insurance agent that his premium was going up $150 per month. This is my son first traffic infraction of any kind and we need to know where we can go to get a motion granted to have his case so he can go to traffic school. We caled the court in Siskyou County and they said that traffic school is available if he gets a motion granted
