Legal Question in Traffic Law in California
i am 18 and have a ticket for driving without a license, do i have to wait to turn 21 to get my license or can i obtain it now?

I have no idea where you got the 21 age. In California, you can get a driver's license as soon as you turn 16. You have to take care of this ticket, pay the fines, do community service, whatever the judge gives you. Then, get a driver's license as soon as possible if you want to continue driving here.
