My 18yo son was pulled over by a Sacramento Police Officer for riding his bicyle without a headlight at night on a neiborhood road not a highway VC21201 states every bicycle operated upon any Highway during darkness shall be equipped with the following: 1. A lamp emiting a white light which illuminates the highway and is visible from a distance of 300 feet to the front and the sides of the bicycle. Does this apply to small roads as well?

A "highway" doesn't mean just a freeway or interstate. It's defined in Vehicle Code section 360.
"Highway" is a way or place of whatever nature, publicly
maintained and open to the use of the public for purposes of
vehicular travel. Highway includes street.
