Legal Question in Traffic Law in California
I was in an accident (my fault) and had no insurance. The insurance co said I owed $6,700 for the damages and that I could make a payment arrangement. But when their collection agency called, they said on the paper that I owed $12,000. But when I called them it went up to $20,000. They want me to sign a notorized promisory payment arrangement but won't send me any paperwork on it. Are these collection agencies rip-offs? Do I need to hire a lawyer??

When did the accident happen? If the insurance company said that you owed $6,700, was that in writing? Was there a lawsuit and a judgment against you of any kind? If not, I am having trouble figuring out how the amount could change. Something doesn't smell right, and you may need to hire a lawyer. Where do you live? Where did the accident take place?
