accident with no licenses
My daugther car was hit in a parking lot by a lady who had no license and the insurance on the car she was drivig is expired. who do i sue the owner of the car or the driver? and does the the lady
get penalized for no license?

First, do you have collision coverage on the car? If you do, you probably want to file a claim and let your insurance pursue the other person. And, if you have uninsured motorist property damage coverage, you will not have to pay your deductible. If your daughter was not at fault, your rates will not go up.
If you do not have collision coverage, you can sue the owner and the driver. My guess, based on experience, is that they do not have any money or much money. If they did, they probably would have had insurance.
As long as the damage is under $7,500, you can go to small claims court.
