Legal Question in Traffic Law in California

Auto accident

I was going 45 mph on a 2-lane road, approached an over-pass going East-bound and noticed the other driver only yeilded as she came off the South bound off-ramp and saw that she was attempted turning in my lane so I turned to the right to avoid hitting her but still hit her on her front driver side with my front driver side. Whos fault was it? Also, the ''yellow'' speed sign on the over pass was 35 MPH but the white sign before that was a ''white'' 55 MPR sign. Me and my 13 year old son were both injured but she was not. Was I at fault because I was going 10 miles per hour over the ''suggested'' speed limit?
