Legal Question in Traffic Law in California

Auto Accident

I recently hit someone from behind and my whole front end is messed up and only the back of his bumper was scratched. We just pulled over and exchanged phone numbers, he took down my DL and my VIN, but didnt give me any info. A highway patrolman stopped and asked us if we wanted to report it and the guy told him no. So we went on our way and i told him to get an estimate and I'd pay it outright because we both didnt want our insurance going up. Well, i went out of town for a few days and when i got home he called me and told me he's got an estimate and it's going to be $1500 and if i don't start answering his calls he's going to file a police report on me. Now, my question is if i decide not to pay him what can he legally do to me since we never filed a report about the accident?

The lack of a police report will not reduce your liability for his damages. You have two choices, get another estimate and then come to an agreement with the other driver, or report it to your insurance company and let them deal with this other driver.
