Is it lawful to ride a bicycle on the sidewalk in the opposite direction of traffic where the bike lane is not available?

Bicycles are subject to the same rules of the road as vehicles, meaning you must keep with the flow of traffic, and cannot ride opposite to traffic, either with or without a bike lane.
