is it against the law to ride with a child on a baby seat in the back of bike at night with a bike light?

Vehicle code 21200 provides that all veichle codes for cars apply to bicycles. Therefore it would seem that if you were legally riding the bicycle having a child legally on your bike, it should not matter that it is dark.
