Legal Question in Traffic Law in California
Does one have to have a CA drivers license in order to register/claim ownership of a car in California? A friend (illegal alien) who has an International Drivers Lic. was ticketed for going 30 in a 25 mile zone and had his car impounded. The police will not permit him to get the car out of storage, saying that the car must be registered with someone who has a CA drivers license.

Isn't the car currently registered in California? If so, there should be proof of the registration. It sounds like the car was unregistered, which is probably why the car was impounded, otherwise there would have been no reason to impound the vehicle for a simple speeding ticket.
In California a driver's license is not required to be shown to buy, title or register a car. However if you do not have a driver's license it is very difficult to get insurance which can be an issue in most all states. In CA car insurance is needed for a car that is registered in the state.
