Legal Question in Traffic Law in California
My car
I let someone borrow my car that dosny have a licence he got pulled over for speeding so my car got taken to the pownd, they told me that i have to pay 900 dollars to get it out, they wont let me get it out before the 30 days even if its registered under my name.

That is a provision of California law. It is your duty to insure that the person driving your vehicle has a valid driver's license. Your only defense would be that you had a reasonable belief that he had a valid driver's license. A request for a hearing on this issue must be made within a few days of the time the vehicle is impounded.
