Legal Question in Traffic Law in California
Would it be considered an unlawful traffic stop by University (UCLA) Police officer off campus on a charter street because the vehicle did not have license plates and there were no other reason for the stop and there was not a nexus to the University?

By statute, University Police have authority that extends for a distance beyond the school campus (I had to do the research for a case I had, but the exact distance escapes me at the moment - I believe it's a mile or half mile from campus), so they have full law enforcement powers, even though they're not on campus. They can enforce traffic laws as well.
