Legal Question in Traffic Law in California
When can a cop give you a ticket?
The best way for me to ask this question is by first of all telling what happened. What happened was this I was on a two lane road and A cop yelled at me to slow down on my left side and I said I'm not speeding and then the cop on the driver side said if I wanted to catch an attitude and I said no and then went on to turn left at a light then the cop car ws behind me.There was a pedestrian crossing and the wald sign was on but hte pedestrians were about 15 ft from my car so I went and the cop car did not even do anything. Then the cop car and my car were side to side at a red light and I told the driver of the cop car to next time please do not be so mean it isn't necessary and then they told me to pull over and they decided to give me a ticket for not yielding to pedestrians. The thing is they were not going to pull me over until I said something to the cop is that legal?

No, a police officer may not ticket you for personal reasons or for a moving violation that was commanded by the officer at issue per se. You have rights and may challenge this citation if you feel you were wronged over the incident.
