Legal Question in Traffic Law in California
If no damage occured, does an accident need to be reported?
If there was a small collision (rear end) but not damage (proof in pictures) occurred on either cars, does a report or claim need to be made? If the other party ends up making a claim to get a new bumper (but again, obvious pictures show know damage), what would I be risking (the driver that rear ended him) by not reporting?

Suspension of your driver's license, and lose of a defense, and responsibility for by your insurance company.
