The owner of a vehicle that allows someone to operate that vehicle they are liable for the operator's negligent acts. In this case the daughter's boyfriend being a co-owner will probably qualify as a permissive user. Until he is insured you should hide the keys to the car and take other steps to keep him from operating the car. . The other option would be to remove your name from the title of the car.
