Is there a form an inmate can fill out and send to the court system that will dismiss traffic violations since he is already in custody, and doing time for something else?

Re: dismissing traffic violations while in custody
A Penal Code section 1381 form should be available at the penal institution he is sentenced to. This form will inform the traffic court that he is in custody and how long he will be in custody.
