Legal Question in Traffic Law in California
DMV want me to pay previous owners parking ticket.
The DMV will not allow me to re register my car unless I pay a parking ticket pertaining to the vehicle.The ticket is dated approx 3 months prior to change of ownership.I did the change of ownership correctly and have a new pink slip so the DMV know exactly when the car changed owners.
1.Do I have to pay the previous owners ticket?
2.If I DO NOT,then isnt this a gigantic scam?Isnt this a public scandal?The DMV behaving like a phone company?There could be thousands of victims!

you have to pay it but you can take the prior owner to small claims court
